Since retiring from a full-time highway and heavy construction career in 2003, Robert Lindquist has worked independently in various capacities for a variety of clients that include contractors, owners, engineering firms, toll road authorities and attorneys, as well as the Florida and Texas Departments of Transportation.  He has worked independently to provide opinions, monitor or resolve disputes and to render decisions where negotiations have reached an impasse.

Robert approaches every assignment independently; he has been an expert witness for the prosecution and the defense as well as owners and contractors. His training, education, and extensive experience gained during his 30+ year construction career are used in the analysis of issues from every side of an issue.  Taking continuing education courses every year for the past 40 years has enabled Robert to maintain his Professional Engineer, AAA and Contractor licenses up to date and keep him current with the latest engineering and construction trends in the industry.

Over the years, Robert has handled many large construction disputes in trial, arbitration, mediation and dispute review boards.  He continually stays updated on the latest trends in data analysis as well as CPM scheduling.  Where applicable, he utilizes various statistical methods and mathematical modeling techniques, such as:

  • Probability Analysis – probability of an occurrence being true
  • Hypothesis Testing –testing different hypotheses for their relevance and viability
  • Changepoint Detection – searching data to find the point where things began to change
  • Segmentation – splitting an issue into areas or distinct parts to analyze it in greater detail
  • Null Hypothesis – the justifiable analysis of chance, probability or zero coincidences

These are just a few of the possible mathematical methods that can be utilized to prove or disprove a certain position.  Some of these methods have been accepted by the courts to prove a theory.

  • 2016 - 2017 SR 453 Wekiva Parkway CFX 429-205 project from Systems Interchange to Mt. Plymouth Road– includes new 4 lane toll roadway & bridge construction, toll plaza, drainage, animal crossings, wildlife fence construction, various surcharges along with signage, signals, etc., in Lake County, Florida.  Contractor Superior Construction, KCCS is the CEI.
  • 2016 – 2017 SR 453 Wekiva Parkway CFX 429-206 project from Lake Co Line to SR436 – includes new 4 lane toll roadway & bridge construction, drainage, animal crossings, wildlife fence construction, various surcharges along with signage, signals, etc., in Lake County, Florida.  Contractor GLF Construction, Jacobs is the CEI.
  • 2015 - 2016 SR 415 New Southbound Bridge & Roadway at the St John’s River, retrofit of existing bridge at the St John’s River – includes widening of existing roadway, drainage upgrades, animal crossings, wildlife fence construction along, various surcharges along with signage, signals, etc., in Volusia County, Florida.  Contractor United Infrastructure Group (UIG) Construction, AECOM is the CEI.
  • 2014 - 2015 I-275 (SR 93) Shoulder and Bridge Widening from South of Floribraska Ave. to South of Hillsborough Ave. Hillsborough County, Florida for FDOT – Prince Construction contractor, Quest Corporation of America CEI.  Project consists of widening 4 miles of downtown Tampa Interstate including widening 13 pairs of bridges outside and inside the median, including the bridge over the Hillsborough River.  There is major maintenance of traffic, ITS, temporary lane shifting and night work.
  • 2013- I-275 & US 41 to I-75 Apex in Polk County, Florida.  Contractor Prince Construction, CEI Metric Engineering – Interstate widening including heavy maintenance of traffic, ITS, signage, resurfacing, environmental considerations, bridge widenings, sound wall, retaining walls.
  • 2010 - Extended Contract Performance Claim – Westwind Contracting, < $1 million
  • 2010 – SR50 – Windermere Road Widening, Polk County, FL, FDOT <$1 million
